House Bill 21-1162
EFFECTS OF THE BILL:
Ban the use of single-use plastic bags and other disposable items such as styrofoam food containers.
In the guise of a “fee,” requires citizens to pay for paper grocery bags; part of the “fee” goes to fund more government.
Does not tax recyclable bags and encourages their use.
WHY IS THIS BILL BAD FOR COLORADO?
On environmental grounds, the bill outlaws disposable bags derived from petroleum products. Isn’t it also environmentally harmful to cut down more trees to make the paper bags that are mandated by the bill?
Today we receive disposable bags at grocery stores free of charge. Why should we have to pay for what we receive at no charge today?
Many studies have shown that disposable grocery bags are hygienic and do not spread disease. Studies also show recyclable increased spread disease. Why should a hygienic product (single-use bags) be replaced by a source of infection?
Any tax like this one that imposes a charge on every disposable bag disproportionately harms low-income citizens. Is it fair to impose this tax on our most economically vulnerable neighbors?
